On the 29th of January 2009, the Draft Law 4575/2009 creating the Protection Programme for Human Rights Defenders was presented to the Brazilian Parliament. Discussions around the draft law lasted for years, and finally resulted in the adoption of Law 9322/21 Creating the State Program for the Protection of Human Rights Defenders in 2021.
