On the 30th of April 2019, the Mexican Parliament proposed a reform of articles 6 and 73 of the Political Constitution of the United Mexican States and a draft law to respect, protect, guarantee and promote the rights of human rights defenders and journalists.

The reformed articles now include a specific mention of human rights defenders. The draft law proposes a general protective law for human rights defenders that will oblige all States in Mexico to act according to this law. This would reach further than current legislation, which proposes a general law for the protection of human rights defenders but does not oblige individual states to implement and enforce it.
