On the 11th of March 2019, the government of the State of Guanajuato in Mexico issued the Regulation for the Law for the Protection of Human Rights Defenders and Journalists in the State of Guanajuato. The purpose of this regulation is to guide the application of the Law for the Protection of Human Rights Defenders and Journalists of the State of Guanajuato. As described in more detail in the preamble:

“The present normative instrument is a regulation of the aforementioned Law and consists of eight chapters, twenty-three sections, eighty-three articles and five transitory provisions. The first of the chapters contains the general provisions, the purpose of the Regulation, the glossary, as well as the manner of dealing with aggressions.

The second chapter establishes the State Council for the Protection of Human Rights Defenders and Journalists of the State of Guanajuato, how it is integrated, the attributions of its members, as well as the process for the selection of representatives of Human Rights Defenders and Journalists.

Chapter three contains the provisions related to the Technical Secretariat of the State Council, its nature, attributions, the process for the selection of the head of the Secretariat and the database.

Chapter four determines the manuals and protocols to be issued by the State Council for compliance with the Law, as well as the reports to be submitted.

Chapter five also regulates the measures established in the Law, as well as the procedure for their modification, suspension or withdrawal.

Chapter six develops the procedure for the implementation of measures, specifying the cases to apply the ordinary procedure and those of the extraordinary procedure. Likewise, Chapter VII regulates the appeal of nonconformity, its promotion and resolution.

Chapter VII provides for liabilities, the authority that will be competent to hear them and the regulations that will be applied”.
