La protecci\u00f3n de los sujetos colectivos requiere una respuesta compleja en la que diferentes autoridades estatales en diferentes niveles (desde el gobierno nacional hasta el local) contribuyan a crear y asegurar un espacio seguro para la defensa de los derechos humanos.
