Protection International: Evaluability Study of Decree 2252 of 2017 in Colombia

Framed by the research that is carried out in different countries, Protection International has been designing conceptual and practical tools to better monitor, analyse and promote best practices for public policies that protect the right to defend the human rights and human rights defenders.

We have designed three practical and relatively simple tools for the Evaluability of Public Policies for the Protection of Human Rights Defenders. They serve as the initial steps for analysing and obtaining credible and useful technical data. With these tools, it will be possible to address the evaluability of policies and programs for the protection of the right to defend human rights and the human rights defenders, and they are applicable to countries where these types of mechanisms exist.

For this case study, Protection International applied the Evaluability Tools to Decree 2252 of 20171, a decree enacted by the Colombian government for the prevention and protection of human rights defenders, leaders of social and community organizations and movements, by governors and mayors.

The Decree 2252 of 2017 is a short document, which facilitates its analysis as a case study, and addresses a new and important aspect: the implementation of protection policies at the local level (by governors and mayors).

Through this case study, Protection International aims to contribute to the identification of the dimensions and usefulness of the Evaluability Questionnaires for policies and programs for the protection of human rights defenders.
