Colombia: Decree 2137 of 2018 presenting the Individual and Collective Prevention and Protection Timely Action Plan (PAO)

On the 19th of November 2018, the President of the Republic of Colombia enacted Decree 2137. As stated in its preamble, the decree creates the Intersectorial Commission for the development of the Plan of Timely Action (PAO) for Prevention and Individual and Collective Protection of the rights to life, liberty, integrity and security of human rights defenders, social leaders, community leaders, and journalists.

This Commission will “articulate, guide and coordinate the different protection programmes and resources of the different of the different government entities involved in the prevention and individual and collective protection of the rights to life, liberty, integrity and security of human rights defenders, social and community leaders and journalists.” (Article 1 of the Decree).

The Commission will be composed of the President of Colombia, the Ministry of Internal Affairs, the Ministry of National Security, the Ministry of Justice and Law, the Commander of Military Forces, the Directorate-General of the National Police ad the Director of the National Protection Unit. (Article 2 of the Decree).
